Short-term rentals are permitted in all residential zones but are strictly prohibited in accessory dwelling units (ADUs). Operators must obtain a permit, a city business license, sign a safety declaration, and comply with transient occupancy tax (TOT) requirements.
How to Obtain a Permit
Apply online via the City of Pacifica HdL STR Permit Portal by submitting an application, business license request, and signed Safety Declaration. Pay the annual permit fee ($1,704) and, if outside the Coastal Zone, an inspection fee ($263). Permits must be renewed annually between October 1 and October 31.
