Short-Term Rentals (primary-residence STRs) are allowed in subdivisions and all zone districts but must be the owner/tenant’s primary residence (>6 months/year), with a 45-night annual limit for unhosted rentals. Vacation Rentals (whole-home) are restricted to Forestry (F) and Mountain Institutional (MI) zones, are prohibited in the Plains CCD (where Niwot is located), and are subject to geographic caps. Occupancy is limited to eight persons or the capacity of the on-site wastewater system, whichever is lower.
How to Obtain a Permit
1) Submit an online application via Accela Citizen Access. 2) Upload required documents including proof of primary residence (CO ID and affidavit), proof of $500,000 liability insurance with rental exposure, property deed, site map with parking, and a floor plan showing safety devices. 3) Undergo staff review for compliance with zoning, septic, and building safety codes prior to license issuance.
