Short-term rental activity is allowed in Maui County only under specified permit types (Short-Term Rental Homes (STRH) and Bed & Breakfast Homes subject to Chapters 19.65 and 19.64) and is limited by community-plan region caps (see MCC 19.65.030.R). Transient Vacation Rentals (TVRs) operating in Apartment districts are being phased out under Ordinance (Bill) No. 9 with defined amortization deadlines (West Maui by 12/31/2028; remaining areas by 12/31/2030); TVR advertisements must include the property’s registration number (tax map key).
How to Obtain a Permit
1) Submit a Short-Term Rental Home (STRH) application online via Maui’s MAPPS portal (Maui’s Automated Planning and Permitting Solution) and attach a fully processed Land Use Designation Form. 2) Planning Department reviews STRH applications (most processed by Planning); renewal requires completion of the STRH Renewal Application Packet and submission per packet (renewals sent to currentdivision@mauicounty.gov). 3) Additional approvals (e.g., Conditional Use Permit, Bed & Breakfast Home permit, or Land Use Commission special use) may be required where applicable.
