STVRs are permitted only in specified 'Permitted Zoning Districts' (Resort/V, General Commercial/CG, Village Commercial/CV, Residential and Commercial zoning in General Plan Resort/Resort Node areas, and RM for multi-family condos). Owners must not reside on-site, must include registration numbers in advertising, provide off-street parking, and post a Good Neighbor Policy. A reachable person must reside in Hawaii County and be available 24/7 to respond within one hour by phone and three hours in person.
How to Obtain a Permit
1) Submit a completed STVR Registration Form to the Planning Department with a $500 fee, site plan, proof of final building/electrical/plumbing approvals, and tax clearances (GET, TAT, and property tax). 2) The department reviews for completeness within 15 days and may conduct a site inspection. 3) If the property is in a non-permitted district but was pre-existing, a Nonconforming Use Certificate (NUC) must be obtained and renewed annually.
