Zoning & Conditions
Short-term vacation rentals (STVRs) are permitted only in specified zoning districts (Resort (V), General Commercial (CG), Village Commercial (CV), Residential and Commercial zones within General Plan Resort/Resort Node areas, and RM for multiple-family condominium units). STVRs are defined as rentals of 30 consecutive days or less, limited to no more than five bedrooms, require final building/electrical/plumbing approvals, must display registration/NUC numbers in listings and on-site, must have an owner or reachable person residing in Hawaiʻi County reachable 24/7, must follow quiet hours (9:00 p.m.–8:00 a.m.), and comply with off-street parking and other standards.
How to Obtain a Permit
1) Obtain and submit the STVR Registration Form and Statement of Compliance to the Hawaiʻi County Planning Department; include required documents such as site/floor plans, final building approvals, State GET/TAT licenses, and property tax clearance. 2) Pay the non-refundable $500 filing fee. 3) The Director reviews for completeness within 15 days; note that new STVRs are generally only allowed in permitted zoning districts, while pre-existing ones outside those zones required a Nonconforming Use Certificate (NUC).
