Zoning & Conditions
The City of Carlyle requires health/safety inspections and a health/safety permit for all rental property ("apartments, duplexes, rental houses, etc.") prior to occupancy; permits are issued only after inspection showing compliance with the current International Property Maintenance Code and remain valid until a change in occupancy. At the county level, Clinton County imposes a 5% hotel/motel tax with a required Certificate of Registration for hotels/motels and treats bed-and-breakfasts and other lodging uses as zoning special uses where applicable; zoning and tax registration requirements may therefore further constrain transient lodging.
How to Obtain a Permit
1) Apply at Carlyle City Hall coincident with each new tenant’s occupancy and pay the required fee ($80.00 for initial inspection). 2) City schedules an inspection within 10 days; if the property fails, a re-inspection fee ($40.00) must be paid and a re-inspection scheduled within 30 days. 3) Occupancy is permitted only after the Occupancy Inspector issues the health/safety permit.
