Zoning & Conditions
City of Hermann requires a lodging/guesthouse permit for any hotel, motel, tourist home, vacation rental, bed & breakfast or guest house; non-owner-occupied guest houses/vacation rentals have been prohibited in R-1 historically and, per a 2025 Hermann ordinance, are prohibited in R-2 and R-3 districts (existing, legally operating uses may continue as nonconforming). Lodging establishments must meet specific safety and operational conditions (posted maximum occupancy, smoking alarms, exit signs, fire extinguishers, two egresses, register of guests, visible street address, and off-street parking requirements tied to sleeping rooms). Commercial liability insurance, a City business license, and state inspection documentation (if 5+ guest rooms) are explicitly required.
How to Obtain a Permit
1) File a lodging-establishment permit application with the City’s Zoning Inspector on the forms prescribed by the Zoning Inspector, including written confirmation from the Building Inspector that the premises comply with Code Section 420.050(B). 2) Provide proof of commercial liability insurance (or rider), obtain/maintain a City of Hermann business license, and if the lodging has five or more guest rooms provide the current Missouri State inspection report (or written proof of state-exemption satisfactory to the Zoning Inspector). 3) Permit is subject to initial inspection and annual inspections/renewal; failure to pay required tourism/tourism-tax obligations or comply may result in revocation per the municipal code.
