Zoning & Conditions
Village of Skaneateles expressly regulates transient accommodations: bed-and-breakfast homestays, hotels and lodging are permitted only with required special-use approvals and licensing. Bed-and-breakfasts must be owner-occupied (owner physically in residence), limited to specified numbers of sleeping rooms (A-2/C: up to 2; D: up to 5) and to seven consecutive-night stays; short-term owner absence limited and requires on-site supervisory management for absences; a village-wide cap limits bed-and-breakfast licenses (no more than eight active B&B licenses). Hotels and lodging require on-site supervisory management, parking and design/site standards, annual inspections, and maintained business-owners insurance.
How to Obtain a Permit
1) Obtain applicable special-use permit from the Planning Board (per Village Code §225-40/§225-40A); 2) Submit the Village licensing application to the Code Enforcement Officer with required attachments (site plan/survey, Certificate of Occupancy, evidence of sales/room-occupancy taxes paid, proof of business-owners insurance, required fees: $75 for five or fewer rental units/rooms; $150 for six or more); 3) Planning Board provides recommendation; Code Enforcement Officer issues license (term up to one year); annual inspection and annual evidence of insurance and tax compliance required.
