Zoning & Conditions
STRs are permitted only in one-family dwellings that serve as the owner's primary residence; the owner must also be a resident of the City of Dover. Occupancy is limited to twice the number of bedrooms for guests 12+ (max 12 total), parking is capped at one extra vehicle per bedroom (max 6), and commercial events/weddings are prohibited without a special permit.
How to Obtain a Permit
1. Apply for an annual Short Term Rental Use license through the Building & Zoning office. 2. Pass an initial life safety and property maintenance inspection by the city code enforcement office. 3. Pay the annual license fee (as set in Appendix F) and renew the license by January 31 each year.
