Zoning & Conditions
Bed-and-breakfast operations are a "use on appeal" in R-2 and R-3 zones and require operator-occupancy; proprietors must be permanent residents, no more than three (3) bedrooms may be rented, and guest lodging is limited to no more than ten (10) days per stay. Hotels/motels (transient lodging) are permitted uses in commercial districts (e.g., B-2/B-3). Site plan, off-street parking, and neighborhood compatibility information must be submitted to the Board of Zoning Appeals for approval. The city also offers a voluntary rental property registration (courtesy only).
How to Obtain a Permit
1) Prepare an accurately drawn site plan showing principal building, off-street parking, relationship to adjoining properties, existing zoning, and any required screening and submit it to the Board of Zoning Appeals at least 10 days prior to the meeting; 2) Obtain written approval from the Board of Zoning Appeals (no building permit or Certificate of Occupancy for the B&B use will be issued without that written approval); 3) After Board approval, apply for any required building permit/Certificate of Occupancy through the City (site-plan materials and BZA approval required).
