Zoning & Conditions
The City’s Article 3.09 requires that any 'residential rental unit' offered for lease or occupancy for rent obtain registration and a Rental Certificate of Occupancy (RCO); units in the city existing at the adoption date had to register by Jan 1, 2025. Inspections (interior/exterior) are required by the building official on change of occupancy or upon registration; rental units must comply with applicable building, fire, health, and safety codes and with zoning/certificate-of-occupancy rules. The municipal code does not state STR-specific nightly minimums, guest caps, primary-residence requirements, host-presence, or platform registration rules.
How to Obtain a Permit
1) Submit a residential rental registration application to the City (application and registration required; existing rental units required to complete initial registration by January 1, 2025). 2) Schedule and pass the inspection(s) with the Building Official (interior inspection upon request/consent; exterior inspection notice provided by building official) and comply with adopted building/property maintenance codes. 3) Obtain a Rental Certificate of Occupancy (RCO) from the Building Official prior to occupancy and pay inspection fees as set by the city (fees are nonrefundable; fee schedule posted by City Council).
