STRs are permitted only in R1, RM (Residential Multiple), MPMU (specified MPMU areas), and Downtown land use districts with specific standards. R1 & MPMU require Owner-Occupied status or that the Owner’s Primary Residence is within 30 miles; STRs are prohibited in ADUs. Occupancy limits: two adults per bedroom, or 8 related adults, or 4 unrelated adults, or 10 total persons; only one rental party at a time. Citywide cap of 200 STR licenses and maximum of 2 STRs per block; parking and 24/7 local contact requirements apply.
How to Obtain a Permit
1) Submit a Short-Term Rental Business License application to the City’s Business License Official including completed application form, property description/site plan, number of rooms and occupants, proof of sales tax registration (TRT), and for R1/MPMU properties proof of primary residence where required. 2) Pay the non-refundable application fee ($169 base + $7 per unit) at submission; building and Fire Marshal inspections are required prior to issuance. 3) Receive license and post required exterior nameplate and interior business license posting; renew annually (payment and proof of taxes due annually, renewals due December 31).
