Short-term rentals are primarily regulated through 'Bed and Breakfast' and 'Hotel/Motel' definitions. Bed and Breakfasts must be owner-occupied with no more than 5 bedrooms and require a special exception in R-1 and R-2 districts; Hotels/Motels are permitted in P-1 districts unless prohibited. Virginia state law (Section 15.2-983) prohibits requiring special exceptions for owner-occupied primary residence STRs for ordinances enacted after 2023.

Obtain a Zoning Permit and a Certificate of Zoning Compliance from the Zoning Administrator. 3.
