1) Submit the STL application electronically through the County PLUS application portal (Launch PLUS); 2) Upload required documents (proof of permanent residency: government ID plus utility bill; Authorized Agent letter; Owner Permission letter if applicant is tenant) and pay the stated $270 application fee (paid online at submission); 3) County may inspect property during reasonable hours; permit issuance is administrative, takes ~14 calendar days if complete, and issued permits expire automatically two years from date of issuance.
